Those are a downtuned side stick on a Lindrum. The effect is simply a ratchet, a one button press to trigger the sound 4, 8, or even 16 times (or other divisions) instead of once within a 'tick' or step of the drum machine's sequencer. It is so you can create more interesting patterns, usually with hi hats. Prince (and not only him) liked to experiment by detuning and using drumcomputers in creative fashion. He also used pitch bends on sampled piano's, a sound which I personally abhor. Another thing he loved was throwing in the odd manual trigger now and then to break the monotony of a pattern.
