It was common for Prince to shelve completed albums. Morris Hayes has stated that Prince recorded ten unreleased albums between 2010-13 alone.

My guess here is that his decision was influenced by the members of the musical trio he'd formed for the album, not being available to tour due to other commitments. Tal discusses this and Prince's response in the first Welcome 2 America podcast.

Regardless, Prince did move on quickly and frequently lost interest in projects in favour of newer ones. We know of at least three albums he was working on at the time of his passing.
