During the 80's Melody Maker (RIP) proclaimed Prince as "the only guy who looks cool in flares". Then came the 70's revival, of course, and everybody started to wear them as well...

I think either way he wears them are cool. The way he wore his pants on the Letigo tape cover, went over his belly button and he was still fine.
