The speaker's identity is not credited anywhere and remains unknown AFAIK.

That's a nice mystery to solve next time someone interviews Tony or a 1991 NPG member or engineer

It's Tommy Barbarella. If you listen to his interviews, you can tell it's his voiced amped up a little to play the character.

I agree. Listen to the interviews with Tommy Barbarella on the Diamonds And Pearls Video Collection VHS/ DVD, and there is strong similarity.
