The artist responsible for the track in the OP is "Hideki Naganuma"

I have googled him, and he was a Prince fan. He has apparently sampled a part of "Gett Off" which appeared on a different Jet Grind Radio game.

I'm going to shoot him a message via Twitter and ask him if Prince sampled his song.
