There are two things to discuss regarding the masters. The legal ownership and the physical ownership. IIRC, up until 2014, Prince had physical ownership but not legal ownership. In 2014, he regained legal ownership, and when that happened I highly doubt that a van full of recordings was delivered back to Paisley Park.
In regards to Tidal, I doubt they have either legal OR physical ownership. I think they have High Resolution digital copies of all of Prince's work - and IMHO that's what Jay-Z is talking about. Again, highly doubt Prince had a van full of physical recordings delivered into Jay-Z's possession.
I could be totally wrong, but I do believe Jay-Z is referencing digital files only.
