Drug terminology usually has lots of different meanings, clouds could easily be referencing smoke clouds as much as anything else (actually I've never heard anybody say "clouds" and be referring to meth, but that's just my personal experience.)
I remember him making some subtle references to weed in the 90s, but never really confirming anything. I remember an interview where they had asked him about smoking weed, and he replied with something like "I'm open 2 all experiences".
