From what I heard, Prince was actually able to run errands and go about his bussiness by himself without get bothered by the locals. He loved living there because people treated him with respect and gave him his privacy. I think this photo was probably a fan who took a quick snap from a distance.

Of all the things that may come out, Prince been a regular and prolonged drug user would be the biggest shock I could imagine. I'm not saying it's not possible, I just would be so so very surprised.
