TIDAL- Come available, but TGE isn't?

TGE is by far one of my favorite albums by Prince, for so many reasons. (But that's a different subject)
My question is, with all the Contraversy in regards to releasing Come and TGE..and TGE being a bigger milestone in his career (1st album under the name 0(+> )...not to mention Come being a much much darker album... why is the Come on Tidal, but TGE isn't?
