Which character is talking in "Bob George"?

Haven't invested much time in who the "gangster" in the song is. Info?

The song was based on a real incident in which Prince's manager was threatened by his girlfriend's pimp. The situation escalated into a machine-gun duel/car chase through downtown Minneapolis.

Prince eventually intervened on his manager's behalf, and it was all settled out-of-court, the rumour being that the pimp called off the heat in exchange for Prince pulling the Black Album, because he considered that the song 'Bob George' was bad for his image.

For fuck's sake guys, it's 2015! HOW DO YOU NOT KNOW THIS?

Could also be this guy, but I don't think he talks that much.
