I read it as if it was written by the girls to Prince about the situation of him NOT releasing the album today as agreed upon earlier - yes fabricated in my mind
"Half of history is a list of missed opportunities" = Prince's career "A failure to strike while the iron is hot" = not releasing the album when the momnetum was there "but the mystery is this" = Prince in general terms "r u gonna kiss me or not" = will you release the album or not

Those lyrics are really mundane. He needs a lyricist. Or he should just use some of his old vault songs, from back when he could write a clever line. No confusion, no tears. No enemies, no fear. No sorrow, no pain. No ball, no chain.
