i always took it as they do not really want to be together but for some reason they are forced to be so they have to 'sell' the romance to the people watching them.

i wrote a 10 page outline about a story to go with it.

basically 2 members of 2 hight level families are forced to be together when then each really love another.

but the gag was the other they loved was each other... but because they had to live up to an image they never really got to know each other... i do not think it would have worked...i think it would have been too obvious.
