Okay, I don't get what they're saying here. He doesn't look bumpy, to me.
First, there a lot of "whiskers" (ie, crotch wrinkles) in the pants, themselves. Second, the pants are shiny - which means anything that isn't perfectly smooth underneath is going to be magnified.
Third, we all know Prince doesn't wear underwear. And that he's circumcised (that's been very apparent in other photos). So basically, this photo isn't anything we haven't seen before.
