"The War" is basically about the war against the authorities, governments and oppression. The "microchip in yo neck" is a concern reflected in "New World" ("When you want to find some isolation, But the tracker you got from vaccination") and its a concern that seems to getting more real by the day. At the time when Prince wrote the War, there was a lot of discussion going on about starting a new, underground civilisation, but everyone who wanted to be in this society would be micro-chipped. If Bush had his way, he'd have you all chipped right now (he's already collecting data on people's every move!). Interesting that Prince sung about this nearly a decade ago and it is now just around the corner - the man sees! ...we have only scratched the surface of what the mind can do...
