the link with Liberia seems very far-fetched in my opinion. Although Liberia suffered a civil war since 1980, it never a played a (dominant) role in the media in the Western world. And it was only after in the nineties when the child-warriors surfaced and became world news. Though it was seen as a terror (in general) but not regarded as threatening the western world itself.

Unlike the Cold War (that was touched by Prince is several songs in the 80-ies) which was at some sort of highpoint in the mid-eighties - but that has nothing to do with the line "Children with make-up terrorizing the western world"

Yet, I can't see a link with anything back in 1985/1986 when he recorded the song.
