What's kind of funny about the whole thing is that he hasn't really released anything in ages that demands a premium above some of the stuff that's currently in circulation by other artists (who on paper aren't nearly as gifted as he is).
If he had demanded a premiu for Parade or SOTT, it would have still been somewhat douchey, but at least it wouldn't have been comedic. Most of the stuff others may want to play may be his older material, but it's his newer material which he's going to be judged on.

Prince is hardly the only artist who charges high prices for publishing.

Questlove has always made it known that some artists charge more to use their songs than others.
Trust me, a 10 second snippet of The Roots covering Valentina isn't gonna make anyone go out and buy LotusFlow3r.
Most people won't even know what songs they play unless they talk about it during the interview.

Right, the first presentation of the scenario is a bifurcation fallacy. The OP assumes Prince is playing the implied game and thus has a stake in winning it, as though he is in P's head to know what is most important to him.

here's the problem. Prince is charging 5 times the standard to make money off of his publishing. The point being, to make money. So instead of getting 10 organizations who are willing to pay the standard rate, he might get 1 to do. Thus losing out on 10 organizations' pay and 10 more exposures to his music. Which he'd like to sell. And the organizations who pay this kind of stuff really are not going to be bothered to pay 5 times the going rate just for a Prince song, so they'll quickly look elsewhere for something just as suitable.

It's not about Questlove being stingy. The studio gives him a set music budget. Why waste a portion of it on a snippet of a song that the general audience won't have any idea of what it is when you can get 5x the bang for your buck with something that has widen audience exposure.

it's easy to mistake Prince for just another pop music artist desperately grabbing every opportunity to promote himself, get his music played, and make money
i realise he's done just that many, many times, so i understand why anyone would assume it the natural thing for him to do under any circumstances
but maybe it's merely an issue of what price he puts on his own publishing
he knows his own worth, which is more than can be said for maybe 80% of pop music artists today
would you rather him be the whore he's so often accused of being, or would you rather he have a healthy attitude toward the monetary value of his own work?
