Fluoride does not "dumb you down" - it strengthens tooth enamel.

Fluoride is found naturally in water - especially from underground reservoirs - the amount in tap water is regulated so that the amount of fluoride does not get too high. It is not removed completely because of the aforementioned health benefits. I should point out that bottled water, as well as being a huge and unnecessary drain on resources, quite probably has more fluoride than tap-water (as the makers don't have to tell you how much is in it and are not subject to the same controls that are in place for tap-water).

The only way for someone to get fluoride-free drinking water is to filter tap water themselves at home - but this is not going to result in several points being added to their IQ.

Yeah, you WILL die at some point FFS.
