I think he's refer to the slang where U call a loved one shortie or Shawty....
that they didn't call each other that back in the day

In the UK we have biscuits (cookies) called "Fruit Shorties" hard baked with currants in - great for dunking in tea, but they've been around for ever so I don't think Prince is referring to any scarcity back in the day.

So you can eliminate that from being a possible meaning.
