I think Prince is singing of his own creative process - the "power fantastic" that he has to create music. I've read interviews where Prince has stated that his best stuff has come to him in dreams. "Late at night when the world is sleeping"..so on and so forth is when the music comes to him.

If you look at the rest of the lyrics from that point of view, they do sort of make sense.
