Its the name Prince gave to best describe a particular subsection of his fan base. He was aware that there was a contingent of dysfunctional inbreds which obsessively followed him around and believed every word of his bullshit.

He didn't want to seem politically incorrect, so when he refers to the inbreds, he calls them "The family" or "fam" for short.
