Most programs alow you to add a video and then pick out the part you want.
But i found out that it can take a lot of time doing it that way.

not sure if this is going to help any one..but here gos


1st :
I use a program called VLC media player. (Video & Aduio) its free
This plays all kinds of video file types (vob, flv, mov,avi, wmv,mpg, etc)
It alows you to slow down the video and take snapshots (Pictures) of it.
So i just find a part i like and take a bunch of snapshots in sequence.

2nd :
I just add the sequence of pictures to the gif maker and crop them, resize them.
The more frames per gif (Pictures) the longer it takes to make the gif.
But once you get it down it only takes a few minutes to make them.

I probably could do the whole video, but it be a biger file then the orginal file and take a long time to build/make
