My interpretation of the song is bout Adam and content of an atheist? Like 'the God inside' is also know as ur ego (ur consious) and 'only u can save ur self?',

I think u got some of the lyrics wrong...no sure though...

I think he might me saying "on the dotted line 4 which I did sign" - it makes more sense than "design"
