That's what the video for the song would lead you to believe. I've only seen a segment of the video during the Larry King interview, but I'd love to see it. There's a lot of different theories on this matter. Only Prince knows the true answer. In the CD booklet it refers to the book of Revelation in the bible. It's about the fall of the 7 nations. It's a very biblical song.

The song 7 is based around the last book of the bible, REVELATION. In it, John is shown many scenes of the future when the world will end. We are hearing the song through John's eyes.

Revelation 20:7 thru 8 says... When the thousand years are over, satan will be released from his prison and will go out to deceive the nations of the earth to gather them for battle. (See next verse) so if you take 12 generations of people at 83 years per generation, that comes VERY close to 1000 years (996) so Prince just refers to each generation as souls. Gave an explanation for every line in the song! I thought my anwser was gonna be good..but honey u would put me to shame! 
 If only more things in life could be answered like u broke that down...like : What am I soppose to be when I grow up? What is my purpose in life? Why is there evil in this world? When should I retire? ..etc. Man, life would be so much easier!  U want to know the secreat of love and happiness? Love GOD with all your heart, mind soul and strength. I think the song is 2-fold. First one has to realize that the album loosely tells the story as it is considered a rock opera. Unforunately, most of the segues that revealed this story were cut or edited and thus confuses the story a bit. The Lyrics do reflect those passages in Revelations...but it's also about the 7 soldiers the King has sent to kill Prince because he took off with the princess.
