Research would be your'e best be with the Hurricane, although Annie could be a similar reference as "Annie Christian" was.

Although spaceship Columbia's mission failed, In my opinion Prince is just referring to the fact that although missions to space are valuable, there are starving people on the planet that could be fed first, as well as creating proper sewage and water supplies, before we spend the money on leaving here.
