I believe he calls out Jersey because the song "Chelsea Rodgers" has a club music/disco feel to it, much like the club music that is played in New Jersey and New York.

yeah i really hope prince comes back and does a show in jersey. i went to the jersey and philly musicology shows, and princed definitely ripped it here. he did more songs in jersey and we even got to see the time perform.. i was a little underwhelmed at the philly show. he looked a little bored.
