i listened 2 a total of 15 sec of the song. its absolutely horrible. makes me glad I stopped listening to modern music (with exceptions for 4-5 artists).

I am not sure about this. Sometimes people ask the artist as a courtesy, and the record company may comply with the artist's wishes. But I thought the final yay or nay belonged to whomever owned the masters/publishing.

Because I remember there was an issue with Chaka Khan and Whitney remaking "I'm Every Woman," but maybe since Chaka didn't write it she didn't have any say so. Maybe Ashford and Simpson okayed it.

Although does anyone remember when Prince was not happy with Ginuwine for remaking "When Doves Cry?" In a interview he said he told Ginuwine that he didn't appreciate him remaking his song. Ginuwine said it was because he liked the song and Prince said well just call a brother and say you like it, don't redo the song. I have to dig out that mag and quote it directly.

So I am not certain about who gives the greenlight on this kind fo thing.

Nope. No say so at all. All part of American law written to protect the interests of large corporations. Prince would be compensated in some way via his publishing rights (which I'm sure he still owns). I do believe that he must be given credit (although last I knew this was still a bit of a grey area).

Ownership of the masters and ownership of publishing rights are two separate things.

The Chaka example wouldn't apply if she owned neither the masters nor wrote the song. So, you are probably right- A&S must have okayed it.

I'm not an expert either, but would agree with the posts above that both the record company and the artist (who wrote the song and owns the publishing- not always the person known for the song) both have to agree to use of a song in a commercial. If that were not the case, record companies would be selling songs left and right for commercials. nod

He is not mistaken. P has even mentioned this in interviews. You have to pay for the music but you don't have to ask permission to cover a song.

there's a difference between a cover and a sample. anyone can cover any song. you have to get permission from the publisher to sample it, because you're radically changing the song or incorporating it into your own work.
