I've never heard the first 1, but what's the difference between the NEW POWER GENERATION b-side "Get Off", and the DIAMONDS & PEARLS single "Gett Off"? R they the same song or what?

Get Off is a Graffiti Bridge b-side (1990) whereas Gett Off is a Diamonds & Pearls album track (1991).

What's interesting (and quite clever on Prince's part) is that there is a small snippet of Get Off music buried within Gett Off. It's the few seconds in Gett Off right before he goes "ah, ah, ah".
