the difference is it was made to enhance beats that could stand on their own.
the problem with diddy, is his songs suck without the sample...
samplin is part of the culture...
but it should be done in limited fashion
IE Q-tip Samplin Joni's Big Yellow taxi on Got it til its gone
or even Eminem samplin Martika's Toy Solders on Like Toy Soldiers
Diddy just runs the sample throughout the whole song, under a boring ass 4/4 drum beat

Oh yes it is, cuz Prince's vocals are on the sample (sped up a little) and the drums r a direct lift of the drums in the original track so it IS a sample...

Again...if we are talking about a "sample" in the way of David Bowie's "Let's Dance," (Been Around The World..) then it's not the ol' Puffy "rip-off" sample (LOL)...The drum track is played over again, but underneath you can hear a bit of Prince's rim shot on Baby I'm A Star and a sped up Prince scream...The groove is more of a nod then a clear cut sample...

It's funny I was at The W hotel last nite here in SF & who walks in but Diddy himself. He rolled in looked around & left to hang out in his Escalade. Later on we saw him snacking on a pile of french fries in the W's restaurant. Every time we saw him he was either on the phone or someone from his 6 person entourage was handing him a phone.

But the real funny thing is my buddy reported that he saw diddy in the bathroom & said the man doesn't wash his hands. He did his business & proceeded to pick up where he left off with the pomme frittes. So rule of thumb, never shake hands with the man if given the opportunity.
