I hope he does so I can save my money for it; I just bought tix to see Madonna and Mariah Carey. He needs to announce soon so I can stop buying tix for other acts before I go broke.

There are many possible explanations:
1. He's not touring. But he doesn't feel he has to announce that.
2. He's undecided about whether he will do a tour or what shape it will take.
3. He hasn't finished contacting and arranging with all the venues yet.
4. He knows when he is going to tour but feels under no obligation to announce it until much nearer the time.

Either way, I doubt that taking into account fans buying Madonna tickets instead will factor much into his thinking... or maybe it does and he is going to wait until much later in the year when fans have had a chance to save up again...

Definitely the venue is a consideration; for instance, Madonna has 4 concert dates at the United Center in Chicago (it started with one date), Mariah Carey has one date and may add more depending on the demand. Prince should try to make arrangements soon if he's going to tour. It's going to be one big 3121 party if he does!! I just hope the tix won't cost $312.10.
