Did we ever find out what that big "silo" construction was for at PP?

It's actual function was never discovered.

I think that the over-all org consensus was that since the building is so closely associated to Prince,
that it needed some kind of huge phallic-like structure.

It was to be a restaurant until Prince changed his mind.

The building was never finished (at least last time I was out that way a year or so ago).

As lovemachine said above - there was an image of a local building certificate that has to be filed - it was posted here on the org at one time that indicated its original purpose was to be an eaterie of some sort.

I heard not long ago that there have been trucks pulled up to this building...the perception was that things were being moved out of it - but I suggested that maybe things were actually being moved into it. This was maybe 1-2 months ago...shortly before 3121 release. So, it appears there is some activity - but I can't provide any more info as to what exactly!
