Is "Strange but True" Prince attempting hip hop?

I am having a debate with another org memeber. One aspect of this debate is his assertion that "Strange but True" is Prince attempting to be trendy with another hip hop song. It made me think-Is "Strange but True" Prince doing hip hop? What do ya'll think?

i always thought it was him getting all dr. seuss/oompa-loompa with a beatnik kinda avant-purple rantfest. if it's hip-hop at all, he was trying to go for a p.m. dawn kinda thing...

Never thought of it as any kind of attempt at hip hop. It's almost dance music, but not quite.

Hip Hop never comes to my mind when I hear that song. I also remember the guy recently saying Prince was trying to do hip-hop with "strange". It immediately invalidated the guys opinion lol.

it's one of those weird hard to classify song he used to come
up with all the time but which have gotten less and less few,
as the years progress.

it's one of a handfull of favs from the Rave album and i dont
think it's anything like hip-hop. it's more like earlier cuts
such as Irresistible Bitch/Annie Christian, but fcuz in that,
plasticy post 1996 mindset.

and despite all that it still sounds like a very cool track!!
he should pull out stuff like this more often.

Speaking of Strange But True...

Wasn't there some talk/debate previously of there being what sounds like a sample from a George Michael song tucked in here somewhere? I know it was one of the Rave tracks.
