Last time I talked to Scrap D he was talking about his own project on another label. I don´t think he was really signed to NPG in the sense of releasing his own album on NPG, he just rapped on a few tracks, that´s all.
He seemed to be tight with Michael Mac back then ..( off Emancipation, the scratching etc.). I think Prince just wanted to give some local cats a chance to appear on an album, that´s it, really.
