Can the ONA piano cd that Prince is offering through his website be burned to a cd-r? Does it have a protection clause? Please reply if you know.

you can burn it to CD-R via windows media.

That will unfortunately insert those 2 sec breaks between each track and while many of the album's songs are segued into each other it will slightly mar the end product and the overall feel.

What you can also do is play the audio back with Media Player and record the tracks then save as MP3s using something like Audacity (free download http://audacity.sourceforge.net) and you can then do what you like with them such as put them on your MP3 player or burn them to CD with or without silences between tracks.
