tow Japanese singles: promo or commercial release?

I have a short question: are the two Japanese singles below promo's or commercial releases?

The Greatest Romance Ever Sold (BVCA-29014)
Betcha By Golly Wow (TOCP-40020)

Both have an OBI-strip and appear to be commercial releases... If these are promo's, were these two singles released in Japan under another label?
