I think that it was just a way of avoiding using a swear word. The line appears to be a mockery of the line in 'Housequake' - 'Tell me who in the house know about the quake? We do! Bullshit'. Prince clearly didn't like the idea of using the term 'heaven' and a swear word in the same line. | |

I always thought that "fishtail!" was in reference to the synth sound that comes right after he says it. As if He is calling for it. The "fishtail" sound.
