I think Prince was just being mean writing a song with Jesse's album title and
the "witch" just went along with the shockadelica theme.

I remember reading (prob. one of the Uptown books) that it was written about Troy Beyer, she was one of the ladies he was porking at the time.

don't quote me on this...

Prince wrote the song 4 Jesse's album Shockadelica cause u can't have an album called Shockadelica without a title track..

Jesse didn't want the song and Prince said.."fine, I will release it and then everyone will think of ME when they hear Shockadelica"...

I think that's how the story goes.....

I think the Troy Beyer quote was in DMSR or something like that. Prince thought she looked a bit "witchy" (see avatarfunk's post above about the lyrics).

I seriously doubt this song had anything to do with Troy. I think whoever made that up was reaching, just to make a previous connection with her and Prince.
