The lyrics to America are meant to be ironic. An attempt at satire, if you will. I would've thought that was blazingly obvious.

I think you need to look no further than the line: "Little sister/makin' minimum wage/ Livin' in a one-room jungle/ Monkey cage/ Can't get over/ She's almost dead/ May not be in the black but she happy she ain't in the red."

It is apparent that Prince did not think that it was better to be living in a "Monkey Cage" and that Little Sister would actually give thought to "Wow at least I'm not a communist." As though a person in that dire straight would waste time thinking about that bullshit.
