On the back of the controversy cd there is a blurb about why prince is so great and it includes the success of I Wanna Be Your Lover and 1999...

But the album didn't come out until 1982 while Controversy was released in '81. So according to my calculations... that either means that he added the blurb as an addition to the CD artwork later OR that 1999 was released as a single before Controversy AND the album 1999.

Does anyone know the actual scoop?

'twas added to the cd version's artwork. the original cover art can be found on the vinyl copy of the album--no need to worry.
