The Time on South Park?

OK so I just watched the South Park episode "Mecha Streisand" and I was shocked to see Chef performing a little line from the Pandemonium segue "Cooking Class:"

"Gimme little bit of that pepper, gimme little bit of that salt, put it in the skillet and cook it..."

Anybody know if that is a straight up reference to The Time or is that a common saying? Maybe Isaac Hayes/Trey Parker/Matt Stone were/are fans of The Time. That'd be C-O-O-L nod.

Well the played some party for South Park to celebrate the 100th eposode or something so who knows

Yeah pretty confusing. Still, you don't see references to The Time very often.
