My number one is this guy: (Colonel Hans Landa from Inglourious Basterds) - First scene of the film, nuff said.

2nd Hannibal Lecter: He literally freaked me out, what's his quote? "A census taker once tried to test me. I ate his liver with some fava beans and a nice shianti"?

3rd The Joker (Heath Ledger): Heath was completely out of mind, he delivered the craziest villian to ever appear on screen!!

4th Anton (No Country for Old Men), Dude was cooler than ice. The coldest villian of all time.

Ian McDiarmid's Palpatine/Emperor from 'Revenge of the Sith'

Heath Ledger's Joker from 'The Dark Knight'

Bytes (Freddie Jones) from The Elephant Man was a real nasty piece of Work.
I saw that film for the first time when I was approx 9 yrs old (too young) & i think Bytes may have been the first really evil movie character i saw.
All the more horrifying because it was true.

God I loved him in that!
The camera loves him, IMO he stole the show.

In terms of film, look to perhaps the greatest film(s) ever for the greatest villain.

I don't know...... I'm a huge Godfather fan (books and movies), but I just don't see Michael (or Vito, for that matter) as villains. The villains in that series are people like Sollozzo, the Tattaglias, Captain McCluskey, Moe Greene, Jack Woltz, Hyman Roth....

That's the genius of the movie. He became a bigger monster than ANY of his enemies, all to protect his family. Despite his intent and capacity for good. That's what makes him such a great villain.

From the big screen:

Michael Corleone (The Godfather trilogy)

Darth Vader (Star Wars Episodes 4-6)

Hannibal Lecter (The Silence of the Lambs, Hannibal, Red Dragon)

The Joker (The Dark Knight)

From TV:

J.R. Ewing (Dallas)

Walter White (Breaking Bad)

Dexter Morgan (Dexter) - maybe this is more of an antihero than villain, but he is a serial killer

evillol typing
