The government already does this and has for years. Absinthe, unpasterized milk, certain cheeses, fruits, fish, foie gras, cavier, etc. are all banned in the US or certain states. The municipal government isn't banning soda, they are just limiting the maximum quantity that can be purchased at restaurants and movie theaters. According to the article you posted, convenience stores (which I think 7-11 would be considered) will still be able to sell quantities over 16 ounces.
