All the fashion experts, please help.

What is a pared down bag? Thanks a lot.

...generally it is used in aesthetic context to mean slightly worn or diminished in appearance (but not in a negative or unattractive way); the phrase is also often used to describe a look which is relaxed, casual, or minimalist.

Yup. "Pared down" is the opposite of overdone. It just means the object in question isn't big or showy.

Two examples, both by Michael Kors (for an apples to apples comparison)...

Pared down...

...and sure enough, the bag that is not pared down made my eyes spin & got me a little dizzy as soon as I saw it lol

Nothing like a pared down bag. Solid. Easy. Versatile. One of the best things a gal can pull out of her fashion bag of tricks heart .

and noughties, the media and fashionistas rebelled against

I use it for someone who is really fashionable and sets the trend lol

Yes, but some people told me (like thekidsgirl) it's someone with a high knowledge of fashion, a trend setter. But I've found a definition in a dictionary where it said it's a trend follower. So I am not sure which one. ANd I would also like to know whether it is a positive, negative or neutral word.

A person devoted to fashion clothing, particularily unique or high fashion.
A person not to be called a fashionista would be someone who obsessivly follows trends. REAL fashionistas do not believe in trends.

A term used to define a woman with a penchant for shopping and a natural flair for combining both current and vintage fashionable trends.

In today's Urban society, "fashionista" is not by any means a negative term.
Thanks to television shows like "Sex and the City" rather more specifically, thanks to actresses such as Sarah Jessica Parker, the image of a "fashionista" has been modernized into a much more positive, powerful and successful feminine role.

Forget the shallow, bitchy, materialistic image so many people are quick to describe.
The truth is, it's the new millenium and the hottest trend right now, is that it's okay to be a woman again. The "fashionista" doesn't look at her femininity as a gender flaw.
Where some may be quick to label her a bitch, others actually take the time to get to know her eccentricities.
"Fashionista's" simply look at Fashion as an Art, their own bodies as the canvas, and the sense of style they develope along the way is simply the masterpiece.
True fashion ("true fashion" as in the clothes and not the stereotypically thin supermodels that wear them) is simply an expression of identity and the people who feel the need to argue that are usually the same people who rarely see the positive in anything.
"Fashionista's" are extremely realistic when it comes to the world of fashion, they're also very knowledgeable about the Fashion Arts.
A person's not automatically materialistic just because they buy a designer suit or expensive jeans...

Ah, this is not fashion related, but I don't want to start a separate thread about it. I came across this sentence that I am struggling to understand. Could you please explain? The bolded parts are causing me troubles:

"Nice airport has also lost the five-star status, especially where parking is concerned. It used to be so easy, but the French powers that be have fiddled with the outside of the airport to such an extent that tempers fray everywhere."

the French powers - is that the government or coult it be nature?

that be - does it mean "at that time"?

tempers fray - does it mean "makes people angry"?
