Is it "sex"? Yes, at least to the extent that it is a form of sexual activity.
Is it somehow lesser than other forms of sex? I think that just depends on how you look at it. Is the purpose of sex to reproduce? Pleasure? Or both? Because oral sex isn't going to result in pregnancy, but whether or not it's less pleasurable than other forms of sexual activity is simply personal opinion. And as for the first date... Is it sex? Sure it is. First date? Well, how I see it is, I'm friends with a person up until the point that I like them enough to find them attractive, and you don't date your friends, so my first date with a person isn't really until I've known them for awhile and have decided I want to fuck them, so yes, first date, yes.
