Need help with a movie title

I'm trying to track down a tense racial drama I saw decades ago.

It's the late 1960s or early 1970s, and a black drifter is picked up for vagrancy in a small, Southern town. Though he has done nothing wrong, the man is held in the Southern prison. With racial conflict swirling outside, the man comes to convince the sheriff that he is Jesus returned to Earth. The end of the film, the man goes free.

Does anyone remember this film and its title?

it sounds like a variation of the theme of 'whistle down the wind', maybe it was an adaptation from the same novel?
