Animals in most species (I cannot say all as I ain't David Attenborough ) can display "homosexual" tendencies. For example Cows that are in "Season" are often "Ridden" (Mounted) by other Cows and that Cow will "act out" in the same way a Bull would, if a Bull was present.

Does that mean the Cow is a Lesbian? ............... Nope...............

However - and this is most important - If I recall correctly, Penguin species are mostly monogamous - They mate for life (unlike your average Human who has a high divorce rate ), therefore if the two Male Penguins mentioned are truly "a pair" then seperating them is wrong purely on that basis alone, as it would be destructive to them.
