Say? No. Wrote? Yes. Jailbait most certainly is slang. Even Merriam-Webster states it is American slang dating back to the 1930s. Slang can refer to males as well. Some people use it for persons of consentual age who are significantly younger than they e.g. a 50 year old guy might refer to a hot 20 year old guy as jail bait. The term has grown to encompass those who are young and naive.
No, I'm not scoffing at the Oxford Dictionary. Just poking fun at you because you felt the need to "clarify" the meaning of jailbait without knowing that the word, like most words, has more than one meaning. U so serious at times.
That's right, clarify the meaning. Even slang has meaning, and this one means underage.
