Russia and Qatar will make their debuts as World Cup hosts after FIFA's 22-member panel voted to award the nations the 2018 and 2022 finals respectively.

FIFA president Sepp Blatter announced the eagerly anticipated results in Zurich, Switzerland, on Thursday afternoon.

Russia beat competition from England, Netherlands/Belgium and Spain/Portugal. Deputy prime minister Igor Shuvalov celebrated by saying: "You have entrusted us with the FIFA World Cup for 2018 and I can promise, we all can promise, you will never regret it. Let us make history together.''

Qatar has been awarded the 2022 World Cup finals after seeing off challenges from Australia, Japan, South Korea and the USA - taking the tournament to the Middle East for the first time.

The FIFA executive committee's decision comes as a slight surprise after the USA and Australia bids had been highly-fancied.

Qatar's staging of the tournament had come in for some criticism because of the weather in the country during June and July - temperatures can rise as high as 50 degrees Celsius - while the close proximity of the stadiums had also raised some questions.

Qatar's Emir Sheikh Mohammad bin Hamad Al-Thani said: "On behalf of millions of people living in the Middle East, thank you. Thank you for believing in us, thank you for having such bold vision. Thank you also for acknowledging this is the right time for the Middle East. We have a date with history which is summer 2022."

England's bid to host the 2018 finals, which may have suffered from a backlash against corruption investigations into FIFA members by BBC Panorama and the Sunday Times in the last two months, secured just two votes and was knocked out in the first round.

England won only one other vote apart from Britain's FIFA vice-president Geoff Thompson. In the first round Holland/Belgium secured four, Spain/Portugal seven and Russia nine. Thompson, formerly the FA chairman for eight years, said promises to England had been broken.

"I cannot believe what has happened, and I am naturally very, very disappointed,'' he said. "The votes that were promised clearly didn't materialise. I never imagined we would go out in the first round.''

England's defeat came despite an impressive presentation that was described by Blatter as "excellent and remarkable".

Russia eventually won the right to host the 2018 tournament with an outright majority in the second round of voting. In the 2022 contest, Qatar beat the USA in the third and final round of voting.

David Beckham, a prominent member of England's bid team as well as a former national team captain, said: "I think the bid team have done everything possible. We couldn't have got a better bid. We're disappointed but we wish Qatar and Russia the very best. They're two great countries and I'm sure they'll make FIFA very proud."

The Spanish football federation (RFEF), which had tabled a joint bid for the 2018 World Cup with Portugal, offered its best wishes to Russia and Qatar.

"The Spanish football federation wishes to extent its most sincere congratulations to the football federations of Russia and Qatar after being chosen to organise the 2018 and 2022 World Cups, respectively,'' the RFEF said in a statement.

The head of the U.S. World Cup bid team admitted defeat to Qatar was "very difficult to take''. The North American nation had been considered a front-runner to host the finals in 12 years' time.

US Soccer president Sunil Gulati said: "There's no way around it: I am disappointed." But he added: "Even though our bid did not win, the future of soccer is bright in the United States.''

I thought Spain and Portugal would get 2018 and USA 2022. Seems England only got 2 votes LOL. We did the worst in our group despite our beloved press saying we had agood chance. It didn't help our papers and the BBC tv programme panarama exposed kickbacks Fifa officials have gotten in the past to help secure votes for previous world cup bids. BBC showing their programme during evening prime time just mere days before the vote was not a good idea either. Apparantly Fifa president did mention this to the voters so nice one BBC LOL.

The 2022 vote going to Qatar was very interesting though. I thought USA were a shoe in after the massive success of USA '94 (highest attendence thanks to their american football stadiums being used probably), but alas the biggest sporting event on earth will be held in the middle east.

Iam sure people in the US didn't even know the votes were happening LOL.

From what I heard today, Qatar is about the size of San Diego, CA, with a third of the population.

They have NO stadiums at all right now but will build 8 by 2022.

A total slap in the face to the US.

As said above, Fifa, as Iam sure the Olympic commitee also, are notorious for kickbacks. BBC pretty much proved it as stone cold fact for past world cups. So thats pretty much the bottom line I think. Shame how corrupt it was but there you go.

Maybe Qatar loves football? More likely they are growing like Abu Dabi and Bahrain have done as countries with major capital. New money and all that. Certainly Formula one (a sport which is rumoured to come back to the USA in a few years) is doing alot of deals out in the middle east for them to host formula one races (which is very expensive). They build whole new tracks which must cost millions but seem to do so in no time at all and probably from private pockets. They look flawless when compared to some of the old European tracks. Some of them are rumoured to be scrapped due to financing problems from certain european countries so things in that sport at least, are heading middle east!

So China and the middle east in general is where the money is really at in sport it seems (and heck in finance and economics in general).

We know the tide is slowing turning to China for the economic future, but in sport aswell, it seems the middle east is where the money is at. The world cup is no different.

Seeing it's 12 years away, the infrastructure won't be a problem. You just have to look at Dubai to see how a city can completely transform itself in a short timeframe.

The Arabian peninsula has more than 50 million people, close neighbours Egypt, Iran and Iraq have more than 170 million people. Finding people to attend won't be a problem, how they all cope with the extreme heat will be something else though.

I thought this years South African world cup was great fun, and that was the first time the world cup was in Africa. So it will be cool to see it in that part of the world. At least they will qualify for 2022 lol

Yeah, Bahrain got close for South Africa but NZ knocked them out in order to qualify when Bahrain were favoured. I thought South Africa was great too, and if you believed the lead up, it was going to be a total disaster. I think Rio is much more problematic than Qatar will be.

South Africa will always be remember for the vuvuzela LOL. Best match was when Ghana lost to Uraguay. If you made up what happened that night for a movie you would be called hokey, but that happened for real LOL.

People, its totally understandable to get upset but at least do your homework before you speak..

The Asian Games were held there back in 2006. Not counting the many stadiums that they already have for their own local championships.

The number of expatriates have increased extremely in the past five years, not just other Arabs and Asians but among Canadians, Europeans and in my case, Americans too.

Its a great place to live actually,,,,except for the summer. And I could totally see them hosting World cup, the country is progressing(even moreso than Dubai) and in 12 years, there's no telling what might happen,

I don't think the issue is as much why did Russia and Qatar get the world cup, but more, what is the criteria to get it?

If FIFA say it should go to nations that have never had it, fine. Save England US and Australian tax payers money on Technical reports and VIP trips around the stadia; tell them not to bother bidding.

But to encourage them to bid, recieve A+ on Technical, infrustructure and commercial income, then to ignore it all to award it to a country rated as "risk" makes a mockery of the whole process.

FIFA are corrupt to the core, and what is plain to see is these group of men have chosen to award two world cups at the same time, right before therir own retirements, and give then to two countries notorious for back hands and corruption.

Even though some will scream sour grapes, I think England should try and creat a break away establishment with the US and Holland for starters. Any football lover who saw the Panorama investigation last week should have been disgusted at the state of corruption in FIFA.
