That's not true for most countries, or even for some of the States (United, of America).

I could marry any of my cousins if I so wished, except for the following reasons:

- I'm already married and bigamy is illegal, so I'd have to divorce my wife first

- They probably wouldn't want to marry me

- I don't want to marry any of them, they're all ugly and have small penises, especially the girls

Where it is illegal, the reasons for it's illegality have no scientific basis - the possibility of congenital birth defects occuring through inter-cousin relationships is negligble.

But it's definitely frowned upon. I had always assumed until recent years that it was illegal, because presumably that's what I'd been told all my life. But no, never has been illegal in most countries.
