A friend just told me he's applying for one. His neighborhood has changed a lot over the years and he feels he now needs it for protection.

Handguns are not legal to have in Chicago. While I am totally against guns, I bet a lot of crime would stop if the criminals had to wonder if the person they were trying to rob was packing heat.
