I usually let her make the first move lol ...My ex-wife used to tell me that she wished I initiated things more often ...

But when I have, it usually started a looong time before the actual act itself. Just lots of hugs, spontaneous kisses, back and shoulder rubs, surprise phone calls, shtuff like that there. Usually if a woman is already feeling loved, appreciated and valued, when the touches start to slowly become more intimate she's far more receptive to letting it go further. It also helps to gracefully accept when she doesn't want it to go further, and not withdraw or anything...show her that it's more than fine with you if there's no sex at that moment, but that you still love holding her and cuddling, that it wasn't all just to get sex but because you do love her.
